The First Forum of Regional Heads for the SCO countries will be held in the form of videoconference on October 29, 2020
With the support from the SCO National Coordinator Council, the First Forum of Regional Heads for the SCO countries where the representatives of the economic government agencies and the regional heads from China, Kyrgyzstan, Kazakhstan, Tajikistan, Pakistan, Uzbekistan, India, and Russia are going to discuss the interregional cooperation issues will take place on October 29. The Russian Federation will be represented by Governor of the Chelyabinsk Oblast A.L.Teksler.
One of the key events for the Russian Federation during the year of the presidency in the SCO is the Forum of Regional Heads for the SCO countries. The idea of a new international association for the joint solution of regional problems within the SCO was first suggested by the Chelyabinsk Oblast. The Russian initiative was unanimously supported at the meeting of the SCO Member State Heads Council in June 2017 that took place in Astana. In 2019, the heads of state approved a document to establish the Forum at a regular summit in Bishkek. The mission heads supported the further development of the practical nature of relations between the regions of the SCO countries and stressed the importance of the efficient implementation of the Interregional Cooperation Program for the SCO states (Bishkek, June 14th, 2019). They embraced the idea of holding a Forum of Regional Heads for the SCO states in 2020.
On November 1-2, 2019, the eighteenth meeting of the Government Heads (Prime Ministers) Council of the SCO countries was held in Tashkent, and its participants gave positive appraisals of the initial meeting in the format of the Forum of Regional Heads for the SCO states (Chelyabinsk, December 4-6, 2018) and the meeting of SCO countries regional representatives (Chongquing, May 14-16, 2019). They supported the approval of the regulations for the Forum of Regional Heads for the SCO countries and the Interregional Cooperation Development Program for the SCO countries.
“Holding the Forum I is a milestone event for the Chelyabinsk Oblast. The platform created will help enhance the contact between the representatives of governmental authorities, business and finance communities, academic and social organizations at a regional level. It is primarily a live dialog platform where regional heads will find new cooperation areas, expand the opportunities for investment, social, cultural, and humanitarian exchange via personal communications. The Forum will offer new interaction formats for the business community that provide the on-going and systemic work on supporting business. I am sure that the Forum will become an efficient platform for interregional cooperation development, experience exchange, supporting small and medium businesses, and improving the interactions and contacts between the business communities of the SCO countries”, noted Aleksey Teksler, the Governor of the Chelyabinsk Oblast.
At the Forum, the participants will consider the proposals on the implementation of the goals and objectives, set in the Forum Regulations, on the promising areas of joint work of the SCO countries. The key purpose is to make the work program as practical as possible.
The Forum is a voluntary association of regional heads and acts as a regional-level dialog platform that deals with cooperation development issues for the SCO regions. The Forum is presided by the head of the SCO country region where the regular meeting is taking place.
The activities of the Forum of Regional Heads will be aimed at building various productive interregional connections to promote the trading, economic, and humanitarian cooperation, as well as understanding, neighborliness, and friendliness among the people of the SCO countries.
The key areas of activity for the Forum of Governors include trade and economics, innovations, medicine and healthcare, culture, sport and tourism, science and education. The new format of interactions implies the formation of a pool for promising joint interregional projects within the SCO and their implementation, as well as the development of interregional economical and investment cooperation using the capacities of the SCO Business Council, Interbank Association, and Youth Council.
